To qualify for membership in the consortium, a business or non-profit organization be U.S. based with a significant presence in Texas. "Significant presence" is defined as meeting at least two of the following criteria: 1. Texas-based workforce The entity employs at least 25 full-time employees within the state of Texas. (For non-profits, part-time employees and contracted personnel may be considered on a case-by-case basis if actively supporting Texas-based programs.) 2. Revenue or Programmatic Funding in Texas The entity generates a minimum of $1 million in annual revenue from operations, contracts or sales conducted within the state of Texas. 3. Research & Development Activity in Texas The entity has directed or participated in at least $500,000 in R&D spending within Texas in the past fiscal year. This may include collaborations with Texas-based universities, research institutions, government agencies, or community program spending. 4. Physical Infrastructure in Texas The entity maintains a dedicated physical facility (office, lab, manufacturing site, or test site) in Texas that supports ongoing operations. 5. Texas Partnerships The entity maintains active contracts, collaboration or partnerships with at least two Texas-based organizations, which may include academic institutions, research labs, community groups, government agencies, or private companies. 6. Legal and Operational Presence The entity is legally registered to operate in Texas and is in good standing with state regulations and relevant state authorities.
Executive Committee Discretion Clause
The TARSEC Executive Committee is the decision-making entity for all consortium membership requests. The Executive Committee reserves the right to request documentation or evidence of the qualifying criteria. The Executive Committee also reserves the right to grant membership to applicants who may not meet the standard quantitative thresholds but who demonstrate a compelling strategic value, innovation impact, or alignment with Texas-based space economy development goals.
